As President of Lone Star Consulting, Stephen Hofmann has over 25 years experience representing governments before the US Congress, state legislatures and international governing bodies. Hofmann has represented over 45 governments including Miami-Dade County, Singapore, Norway, Egypt, Costa Rica, Turkey, and Hong Kong as well as a number of cities and counties in Texas. Additionally, Hofmann has represented Walmart, GM, Waste Management, Levi's, and other corporate clients.
After spending 7 years working as staff in the Texas Legislature, Hofmann spent 8 years as staff in the US Congress. In this capacity, Hofmann worked directly with local government leaders. As a former City Councilmember in a Washington, DC suburb, Hofmann fully understands the needs of local government.
Working at the city, state and federal levels, Hofmann knows how the appropriations system works. As state and congressional staff, Hofmann helped secure billions of infrastructure dollars for US highways, flood prevention projects, airports, rural development, aquifers, bridges, and the redevelopment of underserved communities, among many other projects.
In the private sector, Hofmann secured billions in government funding for numerous projects for clients. Projects such as the Miami International Airport modernization, flood mitigation, seaport modernization, bridge expansion, power and water services, and many more infrastructure projects.
Born in Austin, Texas, Hofmann is married and has four children and holds a BA in Political Science. Hofmann is also fluent in English and German.
Special Projects
Mr. Rodriguez was a Congressman from Texas for 12 years including being a member of the House Appropriations Committee, the Subcommittee on Transportation, and was Chairman of the Congressional Hispanic Caucus.
Prior to joining Congress in 1997, Mr. Rodriguez served 10 years as a Texas State Legislator. Additionally, he has also served as Justice of the Peace and a school board member.
While in Congress, Rodriguez helped secure billions of dollars for projects throughout Texas, from major highway outlays to Veterans Clinics in rural areas. Rodriguez has also help secure funding for workforce development and public works infrastructure.
Rodriguez has a BA in Political Science from St. Mary’s University and a Masters in Social Work from Our Lady of the Lake University in San Antonio.

Joe Quinn has spent his career integrating stakeholder, policy, communication, and community engagement efforts to help organizations succeed. He has managed national strategies and projects for the largest brand in the world, been a policy director for a governor, and was an award-winning television journalist.
At Walmart Corporate Affairs for more than a decade, Quinn built national and local Walmart relationships with elected officials, suppliers, customers, and local communities. Quinn helped manage company efforts to hire veterans, make healthy food affordable, and bring manufacturing jobs back to the US. For his role in the historic Walmart $4 generic drug program, Quinn is a 2007 recipient of the Sam Walton Entrepreneurial Award.
Prior to Walmart, Quinn was the Director of Policy for Arkansas Governor Mike Huckabee. Quinn managed the communication rollout of the ARKIDS First campaign, which reduced the number of uninsured children in Arkansas by more than 60%.
Quinn is also Executive Director of the Arkansas Good Roads Foundation, working for better roads and infrastructure improve both quality of life and the economy. He has also provided coaching for corporate executives.

Nelson Garcia is well respected in the Washington, DC arena serving as senior staff in the US Congress, as well as being the founder and President of the Washington Intergovernmental Professional Group with a membership of over 8,000 senior professionals from the private sector, diplomatic community, and staff members from Congress and the Federal Agencies.
Prior to this, Nelson served as Legislative Director to Rep. Gary Miller, Legislative Assistant to Rep. Ken Calvert, and Staff Assistant to Rep. Jerry Lewis.
Additionally, Nelson has served as Director of Federal and State Policy for the Motor and Equipment Manufacturers Association (MEMA), Director of Governmental Relations for the Intelligent Transportation Society of America, and Director of Congressional Relations for the Alliance of American Insurers.
Nelson earned a BA in Political Science (International Relations) from the University of California, Riverside. Nelson is married and is fully bilingual.
Senior Grant Writer
For the past 28 years, Mr. Meacham worked with Microsoft, Adobe, and Amazon as a senior technical writer. Additionally, he oversaw planning and managing professional services documentation projects for Boyd Gaming, a $7 billion company in Las Vegas.
Mr. Meacham has worked with non-profits including the Houston Museum of Science. As a grant writer, he has one of the highest grant success rates in the industry. Specialties include journalism, grant writing, researching, outlining, and writing the attendant documents, as well as tightening the collaboration with other internal and external teams.
Considered an expert in detail oriented writing on all of Adobe's line of creative professional products, Mr. Meacham has written award winning user guides for Adobe After Effects and Adobe Premiere. Further, he has earned the Adobe Certified Expert designation in Premiere.
Mr. Meacham is married, an Austin, Texas native and Eagle Scout, earning his BA in Journalism from the University of Houston.
Director Quality Control – Grant Writing
As a communications and grant writing professional, Mrs. Haverlah has a specialty for storytelling as education. She has worked as a communications lead at a Washington, DC association and as a news reporter at a national affiliate in Austin, Texas. Further, Mrs. Haverlah was a content writer for the international departments for two universities.
A Texas native, Mrs. Haverlah received her Master's in Journalism from the University of Texas and graduated cum laude with a BA in Art History and Spanish from Tulane University. While at Tulane she studied and taught abroad for one year in Madrid, Spain, and in Costa Rica. Further, she accepted a Fulbright Scholarship to teach university students in Mexico City. Haverlah is fully bilingual.
